David B. Goetze, a graduate of the University of Kansas, earned a bachelor's degree in history in 1973, and a master's degree in political science in 1974. In 1980, he received a doctoral degree in political science from Indiana University. Goetze joined the teaching faculty of Utah State University's Department of Political Science in 1987. The Independent Workers Association was organized by Eugene Nelson in the Rio Grande Valley in 1966. It affiliated that year with the National Farm Workers Association which then merged soon after with the Agricultural Workers Organizing Committee to form the United Farm Workers Organizing Committee.
